Eve Air Mobility is the electric vertical take-off and landing developer spun out of Embraer and taken public as Eve Holding, Inc. Its aircraft, named the Eve 100, is a lift-plus-cruise design with eight dedicated lift rotors and fixed wings for forward flight. Eve's own aircraft page states a configuration of four passengers plus a pilot at entry into service, with additional seats contemplated only once an autonomous configuration is certified, and a range of 60 miles (100 km). That range figure is the company's published number and should be preferred over the shorter figures that circulate informally.
Eve's first UAE commitment was announced on 7 June 2022, when it and Falcon Aviation Services said they had signed a letter of intent for up to 35 aircraft. Falcon, which already runs helicopter sightseeing from Atlantis, The Palm and handles roughly 40,000 sightseeing passengers a year, was described as the intended first eVTOL operator in Dubai and the wider MENA region, with deliveries then expected to begin in 2026. The release is carried on both Eve's and Falcon's own websites. Neither company has since published a firm order, a conversion of the letter of intent, or a revised delivery date, and the 2026 delivery expectation has not been met.
The second commitment is narrower and is about software rather than aircraft. On 13 November 2023 Eve announced a letter of intent with Kookiejar, a Swedish vertiport developer, for Eve's Vector Urban Air Traffic Management system to support vertiport operations in Dubai. Eve described this as its first Urban ATM agreement in Dubai and said Kookiejar and its local partner Air Chateau planned a vertiport hub with eight parking pads and one final approach and take-off area at Al Maktoum Airport, Dubai South, with commercialisation targeted for 2025 to 2026. No UAE government or airport authority has published a corresponding approval, groundbreaking or completion notice, and that target window has now passed.
Eve's regional activity since 2023 has moved to Bahrain rather than the Emirates. On 3 November 2025 Eve and Bahrain's Ministry of Transportation and Telecommunications signed a framework agreement covering a regulatory sandbox, vertiport infrastructure and workforce training, with commercial operations expected from 2028. That release, published by Eve and by Embraer's media centre, lists Dubai and Abu Dhabi among cities Eve is evaluating for premium shuttle and tourist routes, but evaluation is the extent of the claim; no UAE agreement is announced in it.
On the regulatory side, Eve's certification releases name Brazil's ANAC as the certifying authority, with an EASA validation application submitted in July 2026 and FAA engagement referenced. Eve has published nothing describing an application to, or a certification basis agreed with, the UAE General Civil Aviation Authority or the Dubai Civil Aviation Authority, and neither regulator has published anything naming Eve. On the available primary record, Eve is a company with stated interest in the UAE market and two dormant letters of intent, not an entrant with an approved path to service there.
