The UAE built its programme around piloted Western eVTOLs: Joby Aviation's S4 in Dubai under a six-year exclusive RTA agreement signed 11 February 2024, and Archer Aviation's Midnight in Abu Dhabi under an October 2023 framework with the Abu Dhabi Investment Office. Both aircraft are 1-pilot-4-passenger configurations. The first piloted point-to-point flight in the UAE — Joby S4, Margham to Al Maktoum International — took place 9 November 2025, lasting 17 minutes.
Qatar built its programme around the pilotless EHang EH216-S, a Chinese-made two-seat autonomous eVTOL. The first urban human-carrying pilotless eVTOL flight in the Middle East took place between Old Doha Port and Katara Cultural Village on 17 November 2025, lasting 8 minutes, under QCAA operational authorisation.

Regulatory status
The UAE GCAA has been working with Joby on a framework that builds on FAA standards, per Joby's CEO at DriftX (April 2024). The GCAA has also published regulations for hybrid vertiports — facilities that accommodate both helicopters and eVTOLs — supporting Archer's Abu Dhabi rollout. Qatar's QCAA issued operational authorisation for the EHang Doha trial under existing aviation rules; no Qatar-specific eVTOL regulation analogous to a CAR has yet been published. The two regulators currently work with different aircraft type-certification regimes (FAA-aligned for Joby; CAAC-issued for EH216-S).
Current progress
UAE is further down the commercial-deployment path: technical-completion vertiport at DXB, piloted point-to-point flights, GCAA framework progressing. Qatar is in the trial-campaign phase, with strong political backing through MoT Strategy 2025-2030 but no published commercial launch date. Both programmes have produced first-of-region milestones in November 2025. Both also keep airport endpoints in the pipeline: DXB and DWC in the UAE, Hamad International in Qatar.

Why does Gulf eVTOL Qatar use pilotless aircraft while UAE uses piloted?
Each Gulf country chose its operator based on regulatory and partnership fit. EHang's EH216-S has the world's first type, production and standard airworthiness certificates for a pilotless passenger eVTOL — issued by China's CAAC — and Qatar's MoT and QCAA structured the trial to validate that operating concept. The UAE's Joby and Archer agreements predate EHang's certification milestones and are built around piloted, FAA-aligned aircraft.
Which Gulf eVTOL programme is closer to commercial launch?
The UAE Gulf eVTOL programme is closer. Skyports announced technical completion of the DXB Vertiport on 16 April 2026, and Joby has stated it is targeting commercial launch in late 2025 / early 2026. Qatar's EHang trial in Doha was a single campaign and no commercial Qatar eVTOL launch date has been published.
Are Gulf eVTOL operators in UAE and Qatar working together?
Not directly. Joby Aviation, Archer Aviation, and EHang are independent companies pursuing separate Gulf agreements with different national governments. EHang has flown demonstrations in both UAE (DriftX, April 2024) and Qatar (Doha, November 2025), but no cross-Gulf operator partnership has been announced.
Can a Gulf eVTOL fly between UAE and Qatar?
Not at present. The two Gulf countries are roughly 300 km apart by air — well beyond the published range of either the Joby S4 (~160 km) or the EHang EH216-S (~30 km). No inter-country Gulf eVTOL route has been announced. Both programmes currently focus on intra-city or inter-emirate corridors.
